Last year, we paid $6 for 3 pair of shoes at a yard sale, plus another $2 for shoe goo to make some repairs. I also had three kids who could wear a size "4". Although there was plenty of time for them to trade shoes between turns, this made for a very stressful game, so scrapped that idea and rented three pairs. If you are going to invest in shoes, consider buying for kids (or adults) who will be able to wear the same size for multiple years, or for older kids, so shoes can be passed down to younger siblings in the future.
